Well, after reading through a lot of archived fan discussion (see Not a Fop! from 2005, for example, or What makes Raoul a fop? from the same site in 2006), the answer seems to be that even in those days nobody really remembered where the term originated. Various people admit that they first picked it up from reading fan-fiction (and/or that they know perfectly well that Raoul is not a fop, but find it great fun to use the term!)

Imagine if 95% of the phans you talked to were completely convinced that Erik was a flamboyantly gay transvestite, and were constantly ragging on him for it and you'll get an idea of just how annoying.
